Regarding your extract from Contact 512 which you recently posted in the translation section, part of the explanation of how this works can be found in US Patent #6506148: Nervous system manipulation from TV/Computer Monitors
“SUMMARY: Computer monitors and TV monitors can be made to emit weak low-frequency electromagnetic fields merely by pulsing the intensity of displayed images. Experiments have shown that the 1/2 Hz sensory resonance can be excited in this manner in a subject near the monitor. The 2.4 Hz sensory resonance can also be excited in this fashion. Hence, a TV monitor or computer monitor can be used to manipulate the nervous system of nearby people.”

That's very interesting and it would be a huge advantage to get hold of some examples of this at work.
What I strongly suspect is that some music videos, alleged relaxation - meditation videos, messages from gurus, videos promising heightened or altered states of mind, cosmic awareness, retuning the mind and so on most particularly those distributed on YouTube or sold commercially as CD's have been infiltrated by such manipulation.
With some of the crazier looking YouTube productions, pulsing, rapid scene changes, strange sudden noises, apparently flashed short duration images appear and this might be an indication of the actual delivery medium.
Obviously there are people looking for new types of thrills who are prepared to stare into monitors watching all manner of flickering gibberish ..... it's hardly much different to sitting through a religious sermon and caters to the needs of bored individuals seeking excitement, meaning, connection, participation.
Also the notion that persons employed by various corporations might be influenced by work related equipment such as their desk computer which some persons might be in front of several hours a day.
So worldwide this might indeed be an unseen though insidious penetration of peoples minds delivered with an objective to influence behavior patterns.

I have checked all 15 Blocks. Such a term has not been used. What comes closest are references to…
A) the Japanese “Devil’s Sea”, “Japanische Teufelssee” or “Japanisches Teufelsmeer”, that can be found in:
CR 81, para 17 onwards; CR 385, para 32 onwards; CR 471, para 39 onwards; CR 507, para 11 onwards; CR 518, para 25 onwards; CR 581, para 48 onwards; CR 670, para 86 onwards.
B) the documentary movie “Japanische Teufel”, that is “Japanese Devils” when Billy and Quetzal discussing the war time cruelties by Unit 731, to be found in:
CR 219, para 46 onwards in a newspaper article reference to a documentary.

Is anyone aware of a contact report regarding someone who has helped with the mission a lot, someone who helped in Japan, and was nicknamed "the blonde devil"?
