I see you quoted Semjase. One thing I've learned about the Plejaren is that you must think carefully about their word choices because they are educated by very advanced linguists who are highly educated and evolved in consciousness evolution and its functionality.
We can see that the Plejaren communicate and so articulate, in a rather peculiar way, which is a little different to how we articulate our selves and form our thoughts.
From Patm's article we learn that the High Council (half material) are highly evolved and the Plejaren planets have a select number of highly evolved individuals who can directly communicate with the High Council and they pass along the advice to the Federation members via IschWisch.
At FutureOfMankind Semjase's word choices were "lofty spheres".
Lofty: of imposing height.
"the elegant square was shaded by lofty palms"
Sphere: an area of activity, interest, or expertise; a section of society or an aspect of life distinguished and unified by a particular characteristic.
So Semjase was describing the High Council (half material) in their form, evolution level and their function within their society.
From the Goblet, as I understand it currently, their swinging waves likely make their planet an incredible paradise in every conceivable way... but there is no creational law that circumnavigates the Creational Law of the Becoming & Passing. So it is highly doubtful (to me) that their planet evolves or transforms into a half-material planet.
So far this is how I currently understand it all.

Yes, that is my understanding. When our creation-energy-form evolves to the 'High Council' level it will seek a 'We-form' in the Andromeda-region of our universe.

From my understanding:
At that time the 'Big Bang' occurred (46.5 million-million years ago) and the DERN-Universe, i.e., Creation-Universe-Consciousness and its seven main universes, each in a different time space-time configuration) was created, there were only 6 Universal belts (fine-fluidalness) created, which evolved for 45 million-million years. The coarse substantial matter and thus the Matter Belt was only created 1.5 (1.487) million-million years ago and will only exist for another 914 thousand-million years at which time all human creation-energy-forms will have already evolved into the the pure spirit levels. The DERN universe (and its seven main universes) with their 6 remaining belts (fine-fluidalness) will continue to evolve (expand) for another 108 million-million years at which point the DERN universe will begin its 155.5 million-million years of contraction.

The Earth, just as every other planet in the DERN universe (thus in all seven main universes), evolves from its original gaseous state to a solid compacted state and for some, like earth, evolve to being capable of supporting life.
The gaseous matter, which latter formed the Earth, first originated 640 thousand-million years ago.
The gaseous matter compacted into the not yet dense solid planet Earth 46 thousand-milllion years ago,
The Earth became solidly compacted 5 thousand-million years ago.

The following is my understanding (which may be errored):
Every planet in the DERN universe, with its Creation-Universal-Consciousness Energy-consciousness, when it becomes capable of supporting life, will begin and follow the following 'Evolution of Consciousness'.

The planetary storage banks (the first of seven levels of storage banks) that every planet capable of life has, records the life impulses of all the planet's life forms, i.e., Impulse-, Instinct- and Conscious-consciousness beings and their associated creation-energy-forms evolving on the planet.
When the creation-energy-form of a conscious-consciousness human being has evolved to the 'High Council' level then it, the creation-energy-form will seek its 'like-consciousness' beings (We-forms) in the Andromeda-region to continue it evolution there.
The Creation-Universal-Consciousness energy-consciousness of the planet earth is enlived by a energy-consciousness creation-energy-form which does not evolve like the creation-energy-forms of planetary life-forms, but instead is managed by the Creation-Universal-Consciousness - the DERN Universe - itself.
From Question 97 (pages 108-110) of Billy's book: Teaching script for the Teaching of the Truth, Teaching of the Spirit, Teaching of the Life (Lehrschrift für die Lehre der Wahrheit, Lehre des Geistes,Lehre des Lebens:
Everything else, that does not exist in visible liveliness, like e.g. stone, water, radiation, swinging wave and gas as well as elements, atoms and quarks, etc., naturally also determine over a spirit-energy, which is however of an entirely different nature than the spirit-form of the human beings, the animals, other creatures and the plants.
